I beg to acknowledge the receipt of letter
of the 22nd. ultimo.
The first of the principles enumerated in my
letter of the 10th. ultimo is now settled.
With regard to the second principle which
deals with provision of Rolling Stock and the difficulty you
foresee in the apportionment of the various classes, although
this in itself is a matter which can easily be provided for in
the actual wording of the Agreement, we suggest that by far the
easiest and most efficacious method would be for the two sections
to put up and purchase jointly in proportion to mileage the 20 coaches (which we estimated as being the number required for the through service contemplated at the outset of through running)
and to call the coaches thus provided *joint stock" carriages. I state thispreparat this proposal very briefly; if the principle is accepted I will go further into details so that there may be no confusion or misunderstanding in practice. It is a common practice as you know in lines adjoining each other to have joint
stock.

As regards the 3rd. principle rates you state that, whereas the Chinese section has reduced its rates from 1 cent per mile on local traffic to 1 cent per mile on through traffic, the British Section retains the same rate both for local and also for through traffic; and you ex- -press a hope that the British Section will make a reduction similar to that made by your section. I would, however, point out
that the minimum rates proposed by us are in the proportion of
28 cents (British Section) to 42 cents (Chinese Section) and that
